If your only question is the one in the comment I, think the answer is that “(d)” covers the concern. The only sites or facilities exempted are those that conduct operations that are “limited to one or more of” the enumerated list, including limited to receiving source separated materials for purposes of material recovery. Including “only” in (d)(B) might actually confuse the issue as to whether a permit was necessary for a facility that did, say, both (d)(B) and some other (d) activity that is listed.
