So, 5 to 11 annual FTE may be in the ballpark. That’s 0.25 to 0.50 FTE per rulemaking being worked on. In any biennium, there may be a lot of people involved, but in small slices. For example, my involvement with the CWSRF rulemaking was around 0.0065 annual FTE over a period of 7 months. One thing to consider: are all 21 rulemakings going to start and finish in SFY13? If not, projects that span fiscal years could consume more FTE in total than the 0.25-0.50 average for a single year. The draft 2013 DEQ Rulemaking Plan is out for review. It has 21 new rules that have identified resources required to develop (not implement) the rules in the range of 10,928 – 22,368 hours. My gut tells me 5-11 FTE for rulemaking is way too low. What do your guts tell you? Maggie
