Maggie –

After further research, it appears that the July 1996 Rulemaking was for the initial adoptions of (as numbered at that time, OAR 340-101-0033(8)), but the rule definitions of “demilitarization” and ”demilitarization residues” were amended sometime after February of 2000. So I would like to see the July 1996 rulemaking file and I would also like to see the EQC rulemaking records for the following time periods:

f. & cert. ef. 7-21-00; DEQ 6-2001, f. 6-18-01, cert. ef. 7-1-01; DEQ 13-2002, f. & cert. ef. 10-9-02; DEQ 13-2003, f. & cert. ef. 10-24-03

While none of the agendas from this period of time appear to specifically reference the change in definition, I would like to start with the July 13-14 EQC meeting, probably Agenda Item B: Rule Adoption: Adoption of Federal Hazardous Waste Regulations Effective Through April 12, 2000
