I made several editorial suggestions and posed some questions using the comments feature. In the sections on the impacts to businesses, local governments and state agencies, I wonder if we should describe some of the positive effects of maintaining a fully funded program, such as technical assistance. Also, this might not be appropriate for this fiscal impact since we were apparently going to do this anyway, but should you describe some of the benefits to stakeholders that result from switching to a largely computer based testing program, whatever those benefits are (more timely certification after the exams, better access to the exams, more capacity for the program to provide technical assistance, etc.) Please note that my feedback does not serve in place of Budget Office’s.
