Hi Aida,

In my book, this is an exceptionally well-written announcement.

Except for the fact that we will need to remove all references to the strategies that the Klamath Co commissioners have chosen to not go forward with, it is a very clear document. All the important questions were asked/answered about why we are having a rulemaking. Here are some suggestions I made:

· I made a few small edits – spacing fixes via track changes.

· The use of the word ”causes” on page 4 does not seem to be the best word. See my comment.

· For the first page, the background page – visually, it seems to be one long overwhelming story. To break up this appearance, I suggest we use sub-section headers as we have done on the other pages. I suggested headers via insert comment.

I will continue to look at the other documents and send my thoughts to you. Thank you.
