This is looking really good. I had just a few minor comments, and I expect you’ll fill in all the remaining blanks about contact information and hearings officers, etc. Two general comments:

1. See the comment in the document from (P1-SC??). I agree that if you wanted to, you could shorten the Notice by making a separate fact sheet and putting a link to it in the Notice. You could then get the notice down to 2 pages. Probably break at “Why PM2.5 Matters”. It’s fine as is, but a bit long.

2. Either way, the only thing missing for me in the summary section is a good understanding of the environmental/public health problem. It would be worth a few more sentences up front about why this work is important to public health and the people of Klamath Falls. Maybe steel a bit from the Why PM2.5 Matters section.
