This letter complies with ORS 183.335(15), requiring notice of a proposed Department of Environmental Quality (DEQ) rulemaking. 

DEQ is proposing to adopt rules for the Oregon Clean Fuels Program to implement HB 2186. We have worked with the primary stakeholders during rule development and believe the rule proposal reflects legislative intent. DEQ plans to recommend the proposed rules for adoption by the Environmental Quality Commission at its December meeting this year.
