Here is a link to the page that contains all of the materials from public meetings we’ve held to date: http://www.deq.state.or.us/aq/cleanFuel/meetings.htm. The informational workshop held on May 10^th is where I went through the draft rules, rule-by-rule, and provided intent and background behind the rule itself. The presentation gives the most detail that is available. There are slight differences in the rule presented then and the one out for comment now, but they are very minor.
