NOTICE OF HEARING ON PROPOSED ADOPTION OF OAKRIDGE PM2.5 ATTAINMENT PLAN

Oregon DEQ and the Lane Regional Air Protection Agency (LRAPA) are proposing to adopt an air quality attainment plan and associated rule amendments for the Oakridge nonattainment area, designed to meet the federal public health standards for fine particulate matter. Fine particulates are defined as 2.5 microns and less in diameter and are often referred to as “PM2.5.” High concentrations of PM2.5 inhaled by an individual can cause unwanted health effects especially in children, the elderly, or those with lung or heart disease.

The proposed plan will bring the Oakridge area into compliance with the federal 24-hour standard by 2014 as required by law. Oakridge does not violate the annual PM2.5 standard. This attainment plan fulfills federal requirements regarding EPA designated nonattainment areas.

A hearing on the proposed plan adoption and rulemaking will be held at 12:15 p.m. on Sept. 20, in the LRAPA Conference Room. Public comment is due by 12:15 p.m., Sept. 20, or can be provided at the hearing. If the LRAPA Board approves, the plan and rules will be presented to the Environmental Quality Commission for approval and submitted by DEQ to the U.S. Environmental Protection Agency as a revision to the State Implementation Plan under OAR 340-200-0040 as a requirement of the Clean Air Act.
