National Pretreatment Programs—Federally mandated under Clean Water Act. Authorized by state authority (DEQ). Implemented and enforced by municipalities. These programs have specific elements prescribed in federal regulations that must be implemented, such as permitting, self-monitoring reports, inspections.
Pollution Prevention Programs-Voluntary or non-regulated activities designed to prevent the introduction of pollutants to media. These programs can be used as requirements in Pretreatment or Local programs.
Local Source Control Programs-Locally developed source control programs to address site-specific needs and interests that incorporate elements or concepts of the National Pretreatment Program to control sources that are non-SIUs.
