Good afternoon OSWA people, After receiving my annual billing for renewal I started thinking about not sending in a check. I tried to think about the positives and negatives over the last year. Then I read the Woodlander Update, where there was an article on page 8 that talked about the DEQ toxics package. I actually pulled up the proposed rules and find them very appropriate: the intent is to mitigate human toxics in water. Yet, the article sounded so negative, so antiregulation and so antienvironmental that I had to state my case since it does not represent my view. The article did not address the positives of the proposal to my satisfaction and just used fear of more regulation as the main tactic to get OSWA members to write in. I have a small acreage in Southern Oregon (40 acres) and care very much about water quality. When I go to OSWA meetings many others also feel similarly so I think that OSWA should be supportive of our opinions as well. Thank you, Daniel Laury

Dear Daniel,

 

Last week brought hearings on forest practice changes, harvest tax and consolidating the natural resource agencies. This coming week on March 10th there will be a hearing on capital gains taxes in the House Revenue Committee. There are multiple bills to lower or change the capital gains tax so the revenue co-chairs are devoting an entire hearing to the issue. It is at 8:00am in hearing room A if anyone would like to attend. I will be there to give the OSWA position of supporting any reduction to the tax. Please let me know if you are planning to attend so I can get you signed up if you plan on testifying.

HB 2700B, the bill which changes the definition of applicant for fill and removal permits, passed the house by a vote of 40-18. The bill is now in the Senate and I think will be referred to the Business, Transportation and Economic Development Committee. A group met with Senator Lee Beyer, the committee chairman, on Friday to talk about the bill and express our concerns. Senate committees are busy with Senate bills right now so it doesn't look like they will be dealing with this bill right away. I will keep you posted as to where the bill is referred and when it is likely to be scheduled.
