Goal Statement:

Propose potential revisions to Oregon’s WQS variance authorizing provision in a manner that:

•  Ensures variances, where warranted, are granted and implemented consistently through a transparent, well-defined, and reliable process

•  Fosters water quality improvement during the variance period

•  Promotes certainty in the variance process by ensuring reasonable implementation within a reasonable time frame
