Subject: DEQ Greenhouse Gas Reporting Program Update

Importance: Normal

Public comment period for proposed DEQ reporting protocols for 2009 greenhouse gas reporting

This is an important update on the Department of Environmental Quality’s (DEQ) Greenhouse Gas Mandatory Reporting Program with an opportunity for the public to comment on emissions quantification methods recently released by the Western Climate Initiative (WCI). DEQ’s greenhouse gas reporting rules require a subset of facilities that have Air Quality permits to report greenhouse gas emissions based on DEQ-approved reporting protocols (emissions quantification methodologies). DEQ plans to utilize WCI’s emissions quantification methods to estimate 2009 greenhouse gas emissions. DEQ will hold a 30-day public comment period on WCI’s emissions quantification methods from September 8, 2009 to October 9, 2009 with comments received no later than 5:00pm that day. After reviewing comments, a list of DEQ-approved reporting protocols will be finalized and posted to the greenhouse gas reporting website later this fall. To learn more about greenhouse gas reporting and how to comment, please go to http://www.deq.state.or.us/aq/climate/reporting.htm.
