The rules establish requirements for transportation planning agencies including metro (in the Portland area), Oregon Department of Environmental Quality and several councils of government. Oregon was originally required to adopt the majority of the federal conformity rules as state regulations but that obligation was removed in 2008. This proposed rulemaking responds to the change by repealing state requirements that duplicate federal measures.
