7-1-09 package for Judy’s review

This version of documents include edits from the first round of review by the rulemaking team: Pat V, Dave B. and Larry Knudsen.

Once Judy reviews/approves they will go back to same reviewers for the concurrence review.

Note: Budget has not edited/reviewed the FIS yet. Budget will be looking at it during just the concurrence review (budget has it now and will be commenting on it at the same time as the concurrence reviewers).
