Attached is the announcement I hope will be easy for you to send out electronically. Obviously, I will leave it up to you to add any cover or introduction, but here is a possibility if you feel such a thing is necessary:

DEQ’s Clean Water State Revolving Fund is revising its administrative rules to address the requirements of the American Recovery and Reinvestment Act of 2009. This announcement explains why the rules need revision and contains links to additional information. The rules will be available for public comment through Aug 24.
