Subject: DEQ's Clean Water State Revolving Fund Loan Program

The Department of Environmental Quality is proposing to revise its Clean Water State Revolving Fund loan program administrative rules that will allow DEQ to create a special reserve for state fiscal year 2010 program funds. The temporary rule changes in OAR 340-054-0110 to 340-054-0118 will allow DEQ to set aside 50 percent of the program funds, or about $24.25 million, to a special reserve that will fund new priority projects. DEQ also proposes to offer a financial incentive of zero percent interest for these new priority projects. The rules will be presented for adoption at the Environmental Quality Commission meeting on August 21st in Newport, Oregon. More information on the proposed rulemaking and the Commission meeting is posted on DEQ’s website.
