Andrea,
Here are my comments on your rulemaking package.
Staff Report: Looks good. Need to fill in the date on page 2 when SB104 was passed (if you haven’t already).
Attachment A, Proposed rules: Looks fine
Statement of Need and Justification: Need to fill in the date on page 2 when SB104 was passed (if you haven’t already).
Letter to permittees: Looks fine
Certificate for SOS: Looks good. BE SURE THE FEB 2010 EQC MEETING WILL GET YOU THE PERMANENT RULEMAKING IN PLACE BEFORE THIS TEMP RULE EXPIRES. THE FEB 2010 EQC MEETING IS JUST ABOUT 180 DAYS OUT FROM THE AUGUST EQC MEETING. AND THE FEB DATE HAS NOT BEEN SET YET. Maybe with this rulemaking, it is not the end of the world if the temporary rule expires a couple week before the permanent rule is adopted.
This is a pretty simple package, but well put together. You get a 9.8 on a scale of 10.

Attached is the final rulemaking package for the proposal to increase Title V fees. Please review and return your comments to me by Friday, June 26.
· Letter to permit holders;
· Staff report;
· A - Proposed rule amendments; and
· B - Statement of need and justification for temporary rule amendments.
Nina: Review the letter (only the letter) for regional and stakeholder concerns.
John: Review the package for regional and stakeholder concerns.
William: Improve language and format.
Larry: Check that the package meets procedural requirements and is satisfactory for submittal to the EQC.
Shelley: Please make sure the proposal is consistent with statutes and meets standards for rule writing.
