Sarah
So here is my little
bit of feedback on your SRP in front of the EMT this
morning.
First of all there
was little discussion (meaning little concern?) about your rulemaking timeframe,
implementation and involvement with stakeholders. No discussion about the
piggyback amendments to OAR 137-003-0555 and OAR 340-011-0510. Basically,
I sensed the EMT sees this as OCE providing relief to EQC and little need to
engage through Opt In/Out
Couple
points:
EMT suggested that
the rule allow the motions for clarification be included in the
record.
Stephanie wants
assurance as this rule progresses that the hearings officers (hearings board?)
continue to be informed and that any issues are discussed. Especially
defusing any issue the hearings person who showed up in Astoria may still
have. Stephanie was willing to work with Richard Whitman at DOJ if that
would help reduce any feedback from the hearings folks.
I suggest that an
email be sent to the EMT on 2/27 reminding them that it has been two weeks since
the SRP and they should have submitted either a Opt In or Opt out form to Les or
Sarah
Your rulemaking
schedule calls for the proposed rules going out for public notice on May
1. That would mean having the 4-5 documents for that notice completed by
April 15 at the latest. Sarah we should continue to meet as needed to
assist you in preparing those notice docs and generally supporting your
processing this rule.
