1. Were you kept appropriately informed about key issues during the rulemaking process? Yes

2. Did your involvement in this rulemaking meet your expectations? Why, or why not? Yes. Communications is ideally involved from the start in order to help hone the message and determine the best way to inform and involve the public. The rulemaking process provides ample opportunity for this function.

3. Could this rulemaking effort have been streamlined or made more efficient? For example, were there stages in this rulemaking process (drafting of the rules, work of the external advisory committee, the public comment process, etc.) that could have gone smoother? I do not think so.
Any recommendations for streamlining any portion of the rulemaking process that might help with future rulemakings? Perhaps provide (or reinforce existing) guidance on using the GovDelivery System.

4. Is the implementation of these rule changes being adequately addressed? I believe so.

5. Given the timeframe to complete this rulemaking, was the appropriate level of resources made available? For this rulemaking, yes.

6. Do you have any other recommendations, suggestions or comments? It can be difficult to communicate a clear message if rulemaking packages include several items – often seemingly unrelated. At times it’s rather unavoidable. However, we should always as an agency look to keep rulemakings simple – deal with one thing at a time. For efficiency and resource limitations, however I understand the need to “combine” rulemakings. OCO will deal with these situations and assist staff as best we can. |
